Connecticut Updates Cannabis Laws: What Businesses Need to Know

Connecticut has passed one of the biggest updates to its cannabis laws since legalization, bringing significant changes for cannabis operators, hemp businesses, retailers, investors, and infused beverage manufacturers. The new legislation expands opportunities in the industry while introducing stricter compliance requirements that many businesses will need to prepare for.

Some of the biggest changes include:


• Stronger oversight of social equity cannabis businesses and ownership structures
• New compliance rules for financing, packaging, labeling, and operations
• Expanded opportunities for THC-infused beverages and hemp-derived products
• Updated definitions for hemp and cannabis products under state law
• Access to Connecticut's medical cannabis program for qualifying out-of-state patients
• A new flat 10.75% cannabis retail excise tax replacing the previous potency-based tax beginning October 1, 2026



Many of these changes take effect later this year, giving businesses time to review their ownership structures, financing arrangements, operating agreements, and compliance practices before the new rules are enforced.
